I think the current arrangement is fine. A few people ask over there, and if they don't get a good answer someone refers them here.

It is still hard to draw a line. Both shows (Avatar and Jack) are not anime, according to every reputable source, and both are inspired by anime. I don't see any practical general policy which would include one and exclude the other.

Based on what I can remember from SE's policy, they don't have to take down anything without a formal DMCA request.
In other words, SE has nothing to fear as long as all DMCA requests are handled appropriately.
So I'm leaning towards ok with links to sites that blatantly violate copyright. That said, yes, it's still a slippery slope.
