They've been way too focused on getting huge budgets and throwing them away on drawn out action scenes with unnecessarily high production values

They're still making tons of money, but that has more to do with the franchises they've animated and less to do with their actual quality

Well, assuming the person is right that it's actually used in a chant, and that it's fairly recent, it's very likely Seiken no Blacksmith. All the demon swords have chants which differ except that they all have this phrase at the end, so it's pretty noticeable even to someone who doesn't know Japanese.

They got it wrong a bit, it should be imperative tense ("kami wo korose") but other than that everything matches very well.

Also just googling the term would give you that and just a couple other works that clearly don't match, namely Grisaia no Kajitsu (it's in one of the theme songs) and Ai ga Kami wo Korosu.

Anyway Dario answered it, and OP confirmed, so I guess it's right.
