It's actually quite useful if you want math rep. Find a question with fairly broad appeal (should be covered by high school at the latest) which is recent and on the upturn. Contribute an answer which is just a bit more explicit than everything else so far, and get tons of upvotes. I'm pretty sure there aren't any MSE users using this strategy currently, but it's probably the most efficient way to gain (small amounts of) rep on MSE.
I currently have a separate account testing the efficacy of this method. It doesn't seem to take much to get a decent amount of rep on these questions.
You can also do a lot to push the hotness of the question higher (thus bringing in more people), most notably upvoting all of the competing answers. On MSE it's considered acceptable to post multiple answers if they take very different approaches, so that also will have a big effect.
It's incredibly easy to game on MSE. I don't think it works nearly as well on other sites, mostly because they hit the multicollider less and when they do it's usually still more advanced than the MSE ones.

I didn't downvote it, just commented because I posted a link to fansubwiki and got flak for it because of legality and fansubs, so I figured there was an issue with linking to illegal material

@JonLin FYI, the remark I made on meta wasn't directed at you, and I'm not the one who downvoted you. In any case, fansubwiki aught to be fine IMO. You can't download anything from there. It's really no worse than MAL in terms of indexing fansubs (in fact, since they don't do licensed shows, it might be better). The only problem with the site is that the name comes across as the kind of site that we would want to ban.
Anyway, the legality should be entirely irrelevant to whether or not it's allowed. We're not supposed to worry about legal issues at all.

IMO it's a sort-of confusing policy, and I think a lot of people got it wrong. It might actually be better to get rid of the current policy, and say that questions about fansubs or fansubbing are just strait off-topic.

The current policy is the result of a consensus during beta that we didn't want to talk about or have links to fansubs, together with a directive from SE to not worry about legal issues at all. Those two aren't totally contradictory, but they're somewhat hard to reconcile.

Basically, we can set our own policy, but it's a question of how we want to present ourselves and our community, not any legal issues. Gaming bans questions about pirated games, but strictly speaking there's no need to from SE's perspective (at least, not unless they contact us about it). We're basically in the same situation.

@JonLin If you mean @Krazer's meta post, I think that one is way too broad. It tries to address all of the problems that could ever potentially come up with any such question. It's better to focus on the particular question we're discussing and figure out what's wrong or right with it, and go from there, rather than trying to generalize everything immediately.

@Krazer Questions asking about resources are on-topic. Questions asking about fansubs are off-topic. IMO questions about other sites should usually be off-topic, but I'm not ready to make that sweeping statement in all cases (e.g. if CR went down, it would be a different story IMO).
It's really a question of whether the site is significant to the whole anime community, or only to users of that site. Sites which are in some way connected to the industry may themselves be on-topic here. However, I don't want to cross that bridge until we have to.
Anyway I'm going home for the night. I should be at the thing tomorrow, but I have to grade exams tomorrow so it could depend on how the grading goes.

Voting on a site this small might as well not be anonymous at all. Someone downvoted one of my answers (which is fine, though I wish they would have given a reason for it), and I was able to figure out who in around 2 minutes. It wasn't even hard; in fact with all the data they give it would be hard not to find the person.

@Eric Depends on what time of day. Towards the beginning of the day, so long as it's at least a few days into the week, you can usually do it if you notice it immediately in my experience.

I don't think the average user worries about that. Considering the last off-topic one got -4, I don't think we suffer from that.
@Eric It's not a question of obviously bad questions, but subtly bad answers. For instance, poorly sourced answers (of which there are a lot here) still tend to get upvoted so long as they seem plausible.

Anyone know a good freeware program that I can use to make gifs of scenes from anime videos? Unless we get embedded youtube videos I'd rather just post gifs of short scenes and for an answer I'm working on such a gif would be very useful.

will create a gif called "video.gif" using frames from "video.avi" starting from 1 min 30 seconds in, and a duration of 20 seconds

if the dithering is a problem, then you'll have to dump the frames using -vo png (or however you were dumping frames before), using ImageMagick's "convert" to turn them into indexed color, then use "convert" to create the gif: imagemagick.org/Usage/anim_basics
