I flagged politics.stackexchange.com/a/28334/270 , saying that an answerer was being rude towards commenters. I was declined with "declined - Using standard flags helps us prioritize problems and resolve them faster. Please familiarize yourself with the list of standard flags: see What is Flagging?". So I've flagged each and every post, comment, and chat message where that user was being rude with the "Rude and abusive" flag.
I've ended up with making 11 new flags on the main site, let alone chat messages.
However, I think a custom flag is more appropriate than a "rude and abusive" flag when there's several posts, not just one, which is problematic.

You even flagged a comment where the other party in the conversation responded to with "That’s a reasonable response...". /sigh
