@AaronHall, You and MANY MANY others have wondered the same thing. From my perspective, basic historical problem with CV is they have not been terribly tolerant of what I would call programming problems. IE practical problems in this domain that require domain experience and programming experience, or maybe experience with a specific library or tool.
This may or may not be currently true. Also, I have not been here very long, I mostly gathered my opinion by reading through a bunch of old meta posts, and getting barked at in the occasional post of my own. Lots of strong feeling on the subject.

Well I'm still confused, and I post on both nowadays. In general I feel that an "expert" here can rely on practical knowledge building and working with ML tools. Whilst an "expert" on CV needs to be more comfortable with the underlying maths. My posts on CV tend to be when I am really confident with the theory side.

ok, so it's kinda straddling the space between Stack Overflow and Cross Validated?
That actually makes a bit of sense.
