I decided to move that conversation that I sparked off here, so that we can freely continue, if desired. It's also probably better to have it recorded here rather than in CRUDE.
@Did By the way, I also do not find it healthy that a single user can cause such a big effect just by exercising his/her finger a few hundred times. Unfortunately, this current SE rep system gives rather new users the same 'upvoting power' as top contributors. So...
 
I am pretty sure I upvoted Brian M. Scott's answers more often then other users'. (Areas in which he was answering overlap quite a lot with my areas of interest.) I am not sure. Is it possible that I could theoretically trigger the reversal script by accident? (I.e., without specifically looking trying to upvote posts by a specific user.)
Although I do not know whether there is a way for me to check how large part of my upvotes went to him. (But the current case certainly seems pretty extreme - although there is much we do now know. AFAIK it's not possible which users were effected and by how much in the removal, so probably only the largest slumps in reputation were noticed.)
 
@MartinSleziak If you triggered the script, you will see "voting reversed" or something like that in your inbox.
 
Did somebody check whether there are many of top users (for example, from the first page in all time reputation) had some points removed approximately at the same time? (This is accessible to every user, but it is necessary to check users profile's one at the time.)
 
Oh wait, maybe you won't if it's upvotes.
 
@user21820 I don't think this is the case. I know that user who has removed reputation get the information, but the users with the reversed votes do not get that information.
It is not stated there explicitly, but it seems to me that in this case Jack was unaware that his votes were reversed until it was pointed out in comments: Are my serial downvotes inappropriate? (This is the only example I can think of from the top of my head where something close to this was shown.)
@user21820 Now I found this on Meta Stack Exchange: Will I be notified if my downvotes are reversed for serial downvoting? If the answers is correct, you do not get any notification if your votes were reversed.
So, as I said, it is possible that somebody triggers the reversal script and is completely unaware of that.

@MartinSleziak Ah I see. So I guess all the times I got that message I've been a victim of serial downvoting. Lol.
 
Sorry, I was slightly wrong. There are two answers on that thread.
I will use the term serial downvoter/upvoter. (The phrase "user who triggered reversal script" is better to clarify that it is not necessarily intentional but too long.)
So serial downvoter who cast downvotes on answers can see that their votes were reversed, since they get the reputation deducted for the downvotes back. (And they can see this on their reputation tab.)
At least that is how I understand the answers in the linked thread.
It is unclear what happens with votes when there no reputation deduction (i.e., reverting upvotes or reverting downvotes on questions.) My guess would be that you get no information about that.
 
Yea that makes sense. I think I triggered the script once a long time ago when I didn't know there was a rule on 'serial' downvoting. After all, I had thought that I was supposed to downvote junk.

Well, yes - even that quid's answer on Jack's question starts by saying that: "At one level the votes are appropriate. They are based on your best judgment of the post. To communicate your evaluation of a post is exactly what votes are for."
But the other stuff mentioned in that answer is relevant too. In the rest of the answer points out some problems with such votes.

@MartinSleziak Right. And that's why I think users with low rep should not be able to give others as much rep by their votes. But haha..
