No, that's almost certainly not what that's saying. It's probably saying that you don't have to provide a document that proves you're a citizen at time of registration.
If you were born in the US, never owned a passport, and your birth certificate was lost or destroyed, then you no longer have any proof of citizenship.
This is probably already the case for many low income individuals.

@TimStone it is clearly against the Hatch act to have people in the government work for your rëelection. His name was put on the check, while every other time the president’s name is not there.
@TimStone But this is different than Senate Democrats making a stink about it and potentially delaying the distribution of funds. This is outside lawyers sending a letter to the AG, who works in the executive branch.
