Govt is pushing for 3 children, BC is incredibly expensive (around 5try/ea on condoms, which is not really affordable for people with low income), there's no proper charging spots for electric cars, govt isn't taking steps against climate change even though they signed paris agreement, a lot of people still use ancient cars that have terrible emissions and govt isn't against that.
 
It's also a lesson in how you shouldn't focus the entire economy of your city on a single commodity.
Houston's been trying to wean ourselves away from oil dependence by spreading out into healthcare, but we're still pretty oil dependent.
