@A.K. Ugh. I remember this question. I downvoted it when it came out. But it probably hit HNQ and the layperson probably thinks it's some cool Sherlock Holmes mystery case to solve.

Order for solubility of isomeric alcohols in a book was given as:
Primary alcohol >Secondary alcohol >Tertiary alcohol
After this I found a question as :
1) Which is more soluble in water?
(a) 3-ethyl-3-hexanol
(b) 2-octanol
Ans:- (a) & the reason was that (a) has more compact alkyl portion ...

@A.K. This is slightly annoying, there are two distinct questions here.
And the question is literally solved by plugging in numbers into the equations already in the question.
Of the two questions, the rate constant one is more interesting than the lifetime one. I think I will edit to trim it down to the more interesting question.
@A.K. You can't delete stuff just because it's HW. But this one is not a good question, the whole thing arises from a typo and the answer is not answering the question but rather addressing the typo..
@orthocresol I think meta might (some what ironically) need a homework tag. Alternatively I thought of making a post indexing all of the homework discussions but a tag seems simpler.
