@Chance I'm not sure exactly why but the haskell doesn't like # in the first column even outside code blocks. Try indenting the first row by one space to see the 2nd row be the new location of the syntax error. But indenting by a space makes fortran error on the first line.
Maybe if we turn the c-preprocessor on for haskell in compiler or interpreter options we will be fine, I'm not sure if it is enabled by default or not
Also while testing haskell on TIO do it from bash because the haskell option is not set up to accept literate haskell files.
Well the fact you are using free format COBOL explains why using a * in column 7 as a comment doesn't work

Haskell didn't have a problem with line 1 for me. I interpret this to mean that C style processors are being read, and everything after it on the line is ignored. but putting in line 2 causes problems.

@Chance That is because i believe ghc has special support for line directives. also I was using a literate haskell file.
Okay, even in a literate haskell file line 1 by itself plus a main method inside a bird style code block work
