Ancient Greece was 3,000 years ago. Any projection about societies and governments in the 10,000 range will be entirely armchair philosophy. Are you okay with this?

Essentially this means being able to correctly predict, right now, all the threats coming in the next 10000 years and be prepared for them already, 10000 years in advance. Impossible.
@inappropriateCode Luxembourg is comparable in size to the Vatican and has been around for 1000 years. Though it was conquered from time to time and paid taxes, it has remained an autonomous city-state for most of its existence

@Tony Luxembourg (the country) is nearly 6000 times the size of Vatican City. Surely you mean Luxembourg City?

Please state what kind of setting you are willing to accept? Trans-humans, magic, post-apocalyptic? without such constraints, the question is too broad.
@Mindwin I was going for "realistic" but couldn't find such a tag. Though given that the empire needs to last a very long time, it's not unlikely that trans-humanism, science fiction, or even post-apocalyptic become reality.
Antarctica. Boundaries set only by natural phenomena. perhaps modified by mankinds attempts to control them. Make it the seat of world government / world cooperative action / alien chosen base / ... || New Zealand. Similar but warmer :-)
10k years seems to be on the time scale where the nation will see nationalism become obsolete.
