So, a lot of the time there's a non-zero number beside the "review" button for me, yet when I click it there's nothing for me to review - what does the number indicate when this is happening?

Good question indeed, I've asked this myself. Perhaps this is fitting Meta? My only idea has been that it relates to moderator-only tasks (e.g. flags).

One thing I noticed is that there was two review tasks, one under "first post" and another under a different heading, while the review number was 13. I reviewed the first post, it turned out the second review task was the same post under a different heading so it disappeared, but the number only went down by one to 12.

Review items can be reviewed only by a certain number of users (for edits I know it's 2), and when that number of users review the item, it disappears for others.
Also, like you said, a post can only be reviewed once by the same user. You sometimes get a combination e.g. of 'late answer' and 'first post' for the same post and you can only review one of them.
