TBH, it is not even clear which of the linked answer is actually valid.
There was an announcement of some changes in 2019: Updating the Hot Network Questions List - now with a bit more network and a little less "hotness"!
It said that: "You'll notice that we're not changing the formula itself for the time being and that's intentional." (With the link to one of the posts mentioned above.)
