Where is the only legal position for the White king to be?

if it's white's turn then the white king must block the white bishop, and only B3 does that (as kings can not touch), but there is no legal previous move for black that could cause this setup
so it must be black's turn

One of the things I'm doing this summer as research is programming a model of basal ganglia pathways.
As a side note, it is interesting to see how our knowledge of these circuits (like, what the actual wiring of the circuits is) has improved.
