I saw your comment under the meta post and I wrote a reply comment. The post was removed within minutes of my comment to you
So moderators can't suspend a user for three years. It seems to me Kentaro has recently come out from under a year-long suspension
I took "3 years virtual block" to mean that Kentaro had previously been suspended and all the suspensions added up to 3 years in total
