This Russian travel article says that the Japanese do not wear shorts because it's a sign that you are "Buraku". Is that so?

I definitely seem japanese people mainly guys wearing shorts in summer. Girls would wear skirts... but maybe compared to some western countries they do use it to a lesser extent
