I've never seen it before but I managed to find this description: en.wiktionary.org/wiki/%E3%83%BE

It looks like the bottom part of よ is missing in ゟ?
So it's like you start writing the first character, and halfway through you switch to the second.
And in ヿ it's like you don't finish either...
