Run:
gksu gedit /etc/modprobe.d/blacklist.conf
Add
blacklist uvcvideo
at the bottom. Save the file and quit the text editor.

I haven't needed, or used, my web cam since sometime in 2007. I don't even know if it (well actually any of the three I have) would even work on the new systems. They are all USB, but that's no guarantee.
@D.Hutchinson Someday, but not real soon, I might start a room myself. Not sure when, or even if, I will. And not to sure what site it will be connected with either. At the moment it's most likely to be CSE.
If someone gets too far out of hand, someone else is likely to flag them, and that brings in a mod from somewhere. And a summoned mod is probably not the nicest thing to meet with in a chat room.
Of course, a room is not a community, and wouldn't have a topic, as such, so the NCoC idea is only partly applicable. But the spirit of it would still work.

The difference is that things like a ban similar to yours wouldn't be proper under a NCoC. If someone is unhappy with someone else's comments, they don't have to stay.

I've seen that room go around the world and across the board. Religion and (usually) politics stay out of it, and the rest remains sane.
On the other end, there is a room that no longer exists because the ROs and mods just couldn't keep it under control, and SE nuked it. I think it was on the SciFi site, but don't recall for sure.
