I think it's just deleting 8 upvoted comments (possibly has to be your own, that's how I got it by deleting old comments that got 1 upvote but weren't really relevant anymore anyway).

@starpilotsix I didn't get 8,243,721 when I deleted recent comments. Had to delete > 6 month old comments to get the hat ... in both cases I deleted about 10 upvoted comments in < 10 minutes

@Jedi I've only been here something like 7 months, so most of my comments were less than 6. Maybe there's a recent cutoff (like before winter break), but it can't be that recent.

May not work. I have almost all secret hats, but I miss several of the 'normal' ones. And not just hard to get ones in general.

I only got rep-cap once (and I then had to spend rep on a bounty to be able to get the hat for that 'last day'.

and of course, I did not get that rep back.

@Willeke That's one of the hardest unless you are lucky enough to get a question or answer in the HNQ (which I was - on two different occasions). The second time I repcapped 3 days running and just missed a 4th by 10 points.

Q: Changing hats: "An error occurred while changing the hat - please try again"

Every time I try to change hats, I get an error message. This started happening after I got my account merged with old account; prior to that hats worked fine for me. This is probably the same problems as this issue from 2015: My winter hats don't work, which was closed as non-reproducible.
