It is awarded within 20 minutes after your first hat change on the third day. (But it has to be three days 'on the same site'.

So if you participate on more than one site (and most here do) you may have changed hats on different sites rather than the same.

I changed my hat < midnight UTC on U&L site and then changed it again > midnight UTC on AU site so I think I messed that up. Do you have to keep the same hat on for 24 hours before changing it the next day though? (this is getting complicated).

You can change as often as you want. I wore all my hat one day and several the next, trying to find out what the trigger was.

I would suggest to leave a hat on for at least 10 minutes, so the bot can see it.

True, I would also select one that needs attention but if you want to award the bounty, it needs at least one answer. So starting out with an acceptable but not great answer gives you that option as well as allowing people to post to that question to get their hats.
