@msh210. Yes, that website is an ad for an incredibly long (1000 page) book (which is not shown). (full disclosure: not my book, don't know the guy, dont own a copy :)) I don't have any way to access it now, so I can't cite chapter and verse, but that website has snippets from several of the piskei halacha.
@msh210. There are some (i haven't seem them on that website, but neither have i gone through all of those) that mention that trimming is forbidden (the bnei yisoschar just discourages it, albeit strongly). I imagine that those who forbid scissors also include trimming (just because I don't think shaving is so shayech with scissors, but I could be wrong.) See the rogatchovers and the chofetz chaims snippets, both forbid scissors.
@ShmuelBrill. I'm starting to think that I was a bit too hasty about the "controversial" tag. ;)

@msh210 I don't see the problem with choosing a weekly topic. The pool of possible topics is known to all; anybody could build up a set of questions for his favorite topic and wait for it to show up. So if a moderator chooses one of those and enters the contest, so what? He didn't do anything the rest of us couldn't have done if we'd wanted to. (Not that I'm saying he would do that in any case -- just that there's no special privilege in a process where all options are out in the open.)
Posting a new topic and immediately choosing it would be problematic, but nobody does that.
 
@ShmuelBrill I truly appreciate this question. I have heard a Shiur by Rav Gedalya Shwartz Shlit"a on the topic and he was quoting all the issues and was dealing with them with Rav Yitzhak HaLevi Herzog's book I believe. Great topic.

@msh210, Regarding the responses you got at Android chat: It sounds to me like those contests are being run somewhat paternalisticly by CHAOS to try to prop up sites where (the perception is that) the local mods aren't doing enough in that realm themselves. I think we may have a stronger sense of "ownership" of our community than some, ...
... partly because when it started, I did sort of own it.
... also perhaps partly because our topic is more alien to most SE staff members, so they'd probably be less comfortable, e.g., selecting suitable challenge topics from a list of suggestions.
