I've noticed that often times the predominant (usually root position subdominant chord with sixth scale degree in the top voice placed on the down beat) is emphasized and used as an arriving point even more than the tonic chord, is there any name for this or something written about it?

@bjb568 It could be a play on the concept of a deceptive cadence. Without hearing an example, I can't say for sure.
You should also post it on the main site with an example.
