@Lawrence Andrew Leach's link to the SE meta was really useful. So useful, in fact, that I posted an answer to it here, explaining why "optional proportional preferential" voting is the fairest system of all.
@Tonepoet The remaining quarter was what got the candidate elected. The 3x25% is the excess that has to be redistributed.

There was a chance to downvote in primaries, to remove someone from the list, but that has passed.
@WBT It didn't occur to me to downvote anyone. On the other hand, the primary only eliminated one of the 11, so downvoting would have made no difference other than affecting the appearance of personal popularity of a given candidate.

These elections are so much more straightforward than political elections. In Australia's recent federal election there were 151 candidates for 12 NSW senators!
Oh actually that last election was proportional rather than STV. Sorry.

@curiousdannii What a great video explanation! EL&U and the jungle kingdom seem to have worked it out; now, if only national governments would adopt STV!
Umm, I think maybe New Zealand uses an STV-style system?
