@UlrikeFischer Memoir maintenance sent to CTAN, also included is the removal of patching \@starttoc and this any use of \HY@AtBeginDocument in memhfixc

Added a warning in the README to discourage users from manually updating memoir into old systems.

Hello everyone,

I apologize for asking without an MWE since my original document is a bit long to be reduced in the present time.

After the recent updates of both exam and l3kernel, I have an error that shows up after a single compilation and goes away if I recompiled. Then, it shows up in the third compilation and goes away in the fourth compilation. This sequence goes forever.

The error is Argument of __text_expand_loop:w has a n extra }.
