@Randal'Thor I think you’ve misunderstood what Aegon was saying. If I’m not mistaken he was saying that in comments under questions (and answers) our community is generally good at giving people feedback. With users like Amf, TLC, Shreedhar, F1Krazy all giving extensive feedback to almost every post made by a newish user.
As for the two messages you linked, the second was (imo) quite obviously a joke. A user should never feel bad for being unaware of every rule, unless they’re a troll, in which case I think the general consensus is we don’t need to be particularly welcoming as long as we remain with the BN.
The first was based on an observation of various posts from other sites, where 101 rep user have asked borderline questions which the community has deemed off-topic. The users have then cited the post saying that closing their question is unwelcoming and they should reconsider their decision.
If either of those messages are rude please do remove them. I intentionally cited no posts as I had no user or posts in mind when making the observation and joke.

@Edlothiad Sometimes it's not clear whether something like that is a joke or not. Even to me, and especially to people who don't know you but might still be reading the transcript.
