See my posts above about anonymous voting. None of the people that commented on your question about single user boot can see votes - not elected mods, not low rep users, not high rep users. We do suspend people or contact them when there are pattern votes. We can’t find evidence when there is one single post in question.

So as said before I have enough evidences of corruption here among "high reps" mods/users that cover each-others nasty deeds violation Code of Conduct w/o consequences to them whatsoever

I have no way to know if they read it or not, but I will make sure someone confirms they received it. I’m going to sign out and ask them to look at the threats being made. @Catija looks like you're not that well informed of what's happened although I've reported Code of Conduct violation from High Reps users/mods pretty a while ago
The primary concern is of course corruption among high reps
I've faced bulling, my perfectly correct answer is down voted, theirs violation of code conduct has been hidden
And they're telling me that's perfectly fine

Downvotes are hard to receive. I've been here for years and they still sting. I do everything I can to make sure that my answers are as accurate as possible and, yet, they still happen.

in nutshell:
High reps users can violate code of conduct w/o consequences
They can revenge down post your reply w/o consequences
They erase all evidences of such violation because theirs accounts are powerful enough to do that
And everything is perfectly fine to them
I remember once being contacted through LinkeIn by this site member who got 1 year suspension by similarly corrupted mods. My understanding is they're not transparent at all
They're covered by reps power and can do whatever they want
Did anyone of them get even week long suspension due violation of Code Of Conduct?

I think that there's some confusion. The normal response to content that violates the Code of Conduct here is for it to be removed! That is good! We certainly don't want to have abusive content sitting around for others to see. It makes the site seem less welcoming. I'm sorry that there were problematic comments directed towards you.
Our general response is not to suspend users for single offences.

Generally, we consider "revenge downvoting" to mean that someone has gone around and downvoted all of your posts because they were written by you rather than because of the content.

I'm not capable of identifying whether your answer is correct. But your question seems to say "without rebooting" but your answer includes the "reboot" command, so it at least looks like that command will reboot your computer.
What may be the problem here is that your question is very short. It could benefit from an edit to explain what your goals are so that you can get a good answer and other users will be able to judge whether your answer does actually solve the problem in the question. Similarly, explain in your answer why the answer does what the question is asking.

You disagreeing with the downvotes doesn't make the system corrupted. We judge answers on two factors here - 1. Are they correct - 2. are they well-explained and supported. An answer can be technically correct but unhelpful to others because it's unclear how it works and thus be downvoted.

It's irrelevant of the person's reputation level. If he was doing the same thing to you right now, I'd be telling him the same thing. It's not appropriate behavior and it needs to stop.

By way of feedback, the edit didn't add any value to the question, but more importantly adding the iPad tag is somewhat misleading as the fact that the user has an iPad is irrelevant to the issue they're having. Let me explain it this way, if the user said they had two iPhones instead of two iPads, would the cause of their issue be any different? No. Why? Because the iPhone hardware (or iPad hardware) is irrelevant to the problem.
So the iOS tag is relevant, but not the iPad tag (which I happened to remove in my initial edit as the OP also used it). Hope this makes sense, but let me know if it doesn't.
