if the app store isn't loading any of the main window content and it stops responding (as in, the process stops responding) when I mess with the top menu, could that just be because Apple's servers are under load, or should I be trying to fix it?
You can request merges of accounts yourself in the contact us link at the bottom of each page.
Flagging it for moderators isn't the fastest way to do that. We could submit a request on your behalf, but that takes more time and often the employees that do the merge need to contact you and us to verify. It's much easier for you to work directly with the people that do the merge.

@GBeau the stores are under severe load with the rolling out of iOS 8.4 to support the Apple Music rollout that happens in an hour or so.
@bmike Got it. I've tried using that request form twice. It sent me the confirmation emails, and I've confirmed both times, but it didn't have any effect. I'll go ahead and send them a custom message instead. Cheers.
