On investigation, I don't think it is a duplicate. I can't see any question that covers the differences between Web App and Native OS App. There is this one: ux.stackexchange.com/questions/13273/… but I don't think that's a direct match.
Are there any rules on when to use icons vs. icons with text vs. just text links in a web application?
For example:

Extra question: Is [disk icon] save -or- save [disk icon] preferable?
