@mature What he means is, if someone reviewed before you and already used the 'Not an answer' option which results in an accordingly comment, there is no need for you to do the same, if you agree with that you can simply choose 'No comment needed' instead
This keeps the comments clean and genuine, and not produsing double and triple versions of the same canned comment
If youre first to review of course go ahaed and choose the response accordingly
yes, the rest of what you said is clear. The review queue gives options to add comments. That dialog can give a wrong impression that you need to add a comment, resulting in too many comments being added
but there isn't a "not an answer" option in that dialog, only in the answer flagging dialog
so I didn't want @mature to think you were talking about that dialog and avoid flagging :)

@mature No, flagging is good, but just don't leave a "canned" (or pre-written, generic comment) if someone else has already left a comment about those issues (see the image above my message)
@mature It does not happen automatically when you flag a post, but it can happen when you review low quality posts in the review queues. However you don't have to add a comment, there is a choice to not leave one:
That dialog does not add a flag to anything, only a comment if you choose that option.
Finally sudodus posted the answer I was hoping for on the question discussed on meta. Thanks so much @Kulfy for raising that matter. I think visitors will find that page more helpful now.
Do you think the question is general enough? I didn't want to remove all the details from it because of Rinzwind's answer. Thinking about the original text of the question, which I didn't give enough attention to because of it becoming pretty much a canonical post, I think the many closures against it were probably wrong (as you suggested!) But I think it's less disruptive to edit the question to make it more general than try to fix all the closures
Kind of similar to this question (see revision history) - at one point people were downvoting answers that gave simple solutions because of the question's wording, although it was the canonical post for the issue
Thanks again for writing an answer too - I think a lot of people will appreciate that answer! Maybe more than the answer I wanted to see
