@SreeCharan yes you both are right... @TheDestroyer is right as the mantra is taken from Sri Rudram of Veda Samhita.. and as it's Devata is Rudra so it's primarily addressed to Rudra.. and also for Devi it should have been "Shivayai Namaha"...
@SreeCharan Yes, upvote for every answer certainly decreases quality of site... but what I want to say is most of the answer answered here deserve upvote if they do not deserve deletion... but anyway this is my own personal analysis... sometimes I leave answers without upvoting if I feel it is misinterpreting scriptures... and soon...

Don't believe blindly what you see on internet. Hinduism or Sanatana Dharma can't be false as name itself says it is eternal and has "Dharma" in it. Hinduism is confusing for some people because they don't read scriptures in Sanskrit or in other language with proper interpretations of Guru or Ach...
@TheDestroyer Yes, Sanskrit doesn't evolve.. but we can find some difference between Grammar of Vedas and that of Puranas... minor evolutions... haha...

@TheDestroyer I had discussed this issue with @KeshavSrinivasan before... he tells that western indologists are wrong in dating Panini.. and date of Panini is actually long time before Puranic period...
@TheDestroyer and in the 12th verse Kamva use Sambhuti Asambhuti and Madhandiya use Vidya-Avidya... so it's basically same... just change in order of Verses...
@TheDestroyer Do you know Annadanam chidambaram shastri from Dharmasandehalu?He is a hanuman upasaka. He is the one who revived Parasara samhita. His guru gave some verses of Parasara samhiita. chidambaram Sastry is spending his life for making Parasara samita popular.
@TheDestroyer There are many atheists/dalits who read scriptures and misinterpret the verses. I get angry when they talk bad about Rama and praise Ravana, Narakaasura.
@SreeCharan Ravana's soul was great but not when that soul was in Maya. Ravana was definitely a bad person. His devotion to Shiva has nothing to do with morality.
@TheDestroyer One of them is funny and crazy; You know that Hanuman sees Ravana on bed and watches Ravana drinking alcohol. Hanuma also sees different types of instruments in the palace of Ravana. So one of the dalits concluded that Ravana is not a brahmin. How will a brahmin drink alcohol and use instruments. So he is a low caste person(dappu kotte vadu) and Jain. He believes jataka tales of Buddhism but doesn't believe our hindu scriptures.
@SreeCharan deluded by Maya. I think he should remove his title Sanskrit scholar. It's disgrace to divine Bhasha Sanskrit if such "scholars" misinterpret slokas.

@Tezz "नी आप प्रादिपदिकात् " it is one of the 4000 sutras from Panini. It says that if we want to add a feminine gender to a masculine name, aa can be added. Then it becomes feminine. Shiva when added a becomes shivaa.
