so it realizes that both contexts are active...now why one overrides the other I'm not sure...
another option would be to say "If I'm not connected to network ____, then turn the firewall on" However, I can't find anything like that...

Hmm, weird. Try changing the action that turns the firewall on to respond to Arriving in Not Home.

Still very weird that it's turning off the firewall when you connect a monitor. They shouldn't be related based on your configuration...
Maybe you found a bug.

Maybe...though I do kinda get why it does that...I think
It realizes that I have a monitor attached, switches to the other context, thus leaving 'Home'. Maybe it doesn't support multiple contexts at one time?

@daviesgeek That would explain things, but it's just weird that it shows 100% for both.
Maybe it just uses the last one that was triggered.
