I think that the situation when this room (intended as a general purpose) is the one which exists is slightly better than the situation before - when the only room open room was this one:

@V.V. Well, it all depends on whether they notice it or not. But nobody could use the room while it was frozen.
I am not sure how it is on your site - some sites have various discussions related to chat on their meta. I am not sure whether this is the case for Russian Language Meta.
I see two questions tagged chat: There Should Be a Link to Meta and What would you like to call our chat?.
And the more activity the chatroom has, the more likely it is to appear in the sidebar. (I guess - I do not know whether this is really documented somewhere.)
Sidebar is quite visible, so people might notice that there are some chatrooms if they appear there.
For example screenshot that I have included in this question: How are the chatrooms shown in the sidebar selected?
It is from Mathematics - but in the same way, if there are some active chatrooms, they should appear at least sometimes in the sidebar.
