Yes, I agree on the hardware-related question, but gaining internet access could be a software issue, maybe using the debian image, that maybe just a RPi-specific version of something on askubuntu or so.

No, the official images are basically a distrubution, so issues with that are relevant to RPi.

Site overlap is fine--here are a few general rules for overlaps:
Usually you can see which site a question belongs on by the tone
If it is in a true overlap region(where it is 100% fine on both sites), then leave the question where it is
