i can tell you how i got to asking that question
i wanted to install a python library

pip or easy_install
obviously neither of these libraries is installed already with the Python distribution that comes on the Pi
so the next thing
was that I would try and curl them down onto my system

(I can't remember which one, I think it is pip recommends downloading via curl)
but curl isn't installed either

#3 is your litmus test: if you can't write and maintain a single question and answer (or small, finite set of answers) that are both directly related to RasPi (the site's topic) and constructive (per blog.stackoverflow.com/2010/09/good-subjective-bad-subjective and the "do not ask" section of the FAQ) then it does not deserve "protection".
