Thus, by definition, I'm going to end up in places that are used to doing business with foreigners. And in those cases, the worst case scenario is that they understand what's going on and refuse the tip because it's not customary there.

The only people that are likely to be offended by a tip without understanding my intention are the people that I won't be engaging in commerce with.

To answer my own question: The single-player campaign will feature two connected storylines, one set in the 1970s through 1980s and the other in 2025. Q: Unable to start the dragon-slaying quest in Whiterun

When you go to Whiterun in the beginning of the game to speak to the jarl who starts the quest to slay your first dragon, the quest won't start and the jarl is always in the same place every time I go to Dragonsreach. I don't want to restart the game because I'm really high into the levels
