Q: Why is there no Act IV town?

I'm just curious, is there a reason why Act IV re-uses Act III's town instead of having it's own? I was quite disappointed the first time I played through the game and discovered there was no Act IV town... I wanted new merchants and dyes, and perhaps some angel people to talk to!
