I thought Arqade was the best place on the Internet to ask. My first assumptions were about the video games market and the laws. I thought an expert (here) could answer. In addition, I think this question will always be relevant in the future, for both players and business.

there is also laws in the US that say "you can't do business with XYZ countries" so any american reseller would not be allowed to sell in those regions, perhaps region locking is how they accomplish that

Q: Fallout 3 stopped working
