I think it's because the core pokemon gameplay is casual with tacked on competitive and only really hardcore players tend to take that seriously.

In Pokken the core gameplay is competitive.

Nintendo also screwed up competitive in Brawl with the legendarily bad tripping mechanic.

Pokemon is a stupid amount of grinding to get top-tier dudes, though.

Like tens to hundreds of hours of breeding per teammate, then careful EV training.

I certainly don't think that design is "fine" even for hardcore players.

If you could just pick EVs on a slider, sure.

As long as everyone gets the same number of EVs with no built-in grind.

I think I'm just rambling to no one at this point though so I should probably go do work or something instead.

They only develop for Nintendo and Pokemon is pretty much considered a first-party game.

Nintendo pays for Pokemon development and publishing but Gamefreak is still technically an independent studio, IIRC.

(Also, the Pokemon Company only handles licensing and marketing, whoops)
