yes, there's a lot of rent to be found for under 10k €/y in most of the "developed world."

I rented in the heart of Munich for €950/y in 2013, that's 11.7k €/y adjusted for inflation

...though Mr Lodge last time I checked has a bit of a higher roof than that now

now one of the problems with Silicon Valley as I understand it is that public and private transportation is awful

which means that you have a lot less freedom in choosing where you live and still having a reasonable commute

in Amsterdam I could easily pick between Duivendrecht, Zaandam, Haarlem, Hilversum, even Utrecht

and if I live close enough to the train station I'd still have a shorter commute to work than someone who lives in the south end of Amstelveen

hell, Utrecht Centraal is just 10 minutes farther in terms of commute time than Zaandam

or indeed go for Rotterdam and sleep on the train every day

though that means staying in Sanders-ville
