Well, votes do reflect some measure of popularity. The heart though, is whether that vote actually was cast out of popularity.
I find our current top-rated question to be exemplary of this: the corpse question.
It would be naive to think that it didn't accrue some measure of voting due to its title. But it actually is a good question, something which is reflected in the large number of votes to its answer; good questions attract good answers and there's nothing gimmicky about my answer there.
When it comes to answers, it is also reasonable to expect that votes will come due to popularity. But a good answer that attracts real votes is one that actually gets votes for reasons outside of popularity.
"the corpse question" and everyone who has seen it, instantly knows which question it is about. lol

Can we definitively measure the ratio of votes-for-popularity to votes-for-good-content? No. But it is a reasonable assumption that in the existence of good content to vote for, the ratio favours good content. Jokes that ultimately do not solve the question tend to have a much higher downvote count.
