Twitter and other social networks are different from other places were someone would publish an opinion about something, such as a blog or personal website, because the sites are built around interacting with individuals.

On Twitter, in particular, any mention of a person notifies that person by default, so insulting a person simply as "an expression of opinion to the public" can quickly become harassment when people start flooding that person's inbox with insults and epithets.
