Q: Fallout: New Vegas; NCR Reputation Reset

I am a "wild child" with the NCR and i would rather them not shoot me on site. I looked back at my old quests and it says i am declared a terrorist and will be shot on site if i am inside their jurisdiction. Can i reset my infamy with the NCR in any way?

Q: Can a certain elemental resistance get high enough for it to heal you?

Is it possible to increase a resistance to a point where that element actually starts to heal you? For example, if you get very high poison resistance, will it eventually start healing you at a certain point..or does the resistance amount max out at a certain point. Q: What abilities grant the user AP?

Some classes have special abilities that grant AP (Pray for example gives the White Mage user 1 AP every use). Not every class has an ability that does this as far as I can tell though. So, what classes have an AP granting ability and what is that ability?
