I'm not sure I entirely agree with sorry being inappropriate here. I think it conveys that while we understand the intention, we regret we can't help them. We'd like to if it were allowed or within scope, but it's not, so, sorry.
I've said sorry many a time on comments left about closing, and I can't recall a single time that it's ever been taken poorly, like "if you're sorry, then why don't you change it" or something.

Like thinking "they're not really sorry, they're just saying that", but again, like @OrigamiRobot said, not all "sorry"s are apologies. This is more stating "this is regrettable situation", rather than anyone in particular actually taking on blame.

@KevinvanderVelden Perhaps he meant to ask if the AI bots in his game have static, or dynamic AI. Except poorly worded. I'm not sure if game AI topics are allowed.
Anything that could possibly have more than one answer, is already categorized as "too broad" or "subjective", or some other reason is found to get rid of it.
@FEichinger I'm not saying there aren't a few vocal people who would like it that way, but you seem to be saying that the norm on the site is to close such questions, and I don't think that's even close to true.
"Let's agree to disagree" can mean "Well, we've gone around in circles long enough. Let's just stop arguing for now" or it can mean "I can't be assed to bother to discuss this with you"

I got the quest to meet under the Skyforge to become a Werewolf and I don't want to finish this. However I'm not seeing any other quests from the companions. Do I need to become a Werewolf for more quests? I've talked to everyone and no one has anything else for me to do.
At level 9, you can upgrade Greater Totem to either Greater Vision Totem (1 pink, permanent) or Greater Stealth Totem (3 x 3 min wards). How should I decide the upgrade path to take, and as a non-support when should I consider paying the 475g for an upgrade?

@Mondrianaire Only when it's a bad question. Flagging doesn't always imply a bad question or answer. Merely, that it is something that doesn't belong in the place where it has been posted. That can range from Spam to a Dupe to a Question in Answers, etc.

@OrigamiRobot Questions are always a good thing. (Hence this site's existence.) Taking thing seriously is your own prerogative as long as you don't rip down others for doing so.

@Wandang My Dad was/is a programmer. He works about 18 hours a day. He told me to go into something easier. So, I picked medicine. Where I get to work 18 hours a day.
@DavidM if i would have taken photos of my past or rather my dads i would cry every time. so avoiding any photos is a better strat for those situations
