The problem is that screening can't work with 100% accuracy. The amount of virus you need for infection is very low, and the test alway work with a small sample of the total amount of blood. So there are some virus levels that would be infectious, but can't be detected by screening. Still doesn't mean the whole thing is fair, but there is some amount of reason in using purely statistical parameters for selecting donors

There is a very large amount of overlap in that venn diagram, to be sure.
