I suppose the idea to channel reports into the main chatroom was considered? My concern is that a separate room with nothing but a report once or twice a day might not have much attention from the users. (And without users around, the reports don't have much effect.)
FWIW I do tend to deal with a fair amount of spam myself (I normally see it in the mod queue after it gets 1 flag but before it hits 6), particularly in the UK morning.
