Q: What triggers the eye of the herald opening?

When fighting the Herald, it's eye often opens, and hitting it (hitting the herald's back) does a bonus damage. What triggers that eye opening? Is it every x seconds? or is it at specific checkpoints in it's life?

Bus service goes from downtown clear out to the rural areas, but the bus stops are about 4 to 6 blocks from wherever you want to be.

And there's almost always a transfer bus involved.

Did you know that the City of Houston isn't allowed to maintain sidewalks because of Texas law?

By Texas law, a homeowner's private property includes the sidewalk so the city cannot legally repair sidewalks.

And because of some other obscure Texas law, the city cannot do so even with homeowner permission.

Sidewalk maintenance must be done by the homeowner at the homeowner's expense.

@Yuuki That is ridiculous. In Halifax, it used to be that property owners (residential and commercial) had to clear snow from sidewalks between their property and the road, but that was it (and the city now contracts out sidewalk snow clearing, to the joy of some and dismay of others).
