Well, I'll try to explain. Basically, on the lowest level, this is how it works.
The OS talks to the CPU directly, using instructions like give this bit this value.
RAM is like an array of bits.
The array is referenced with numbers, like an array in Java or whatever is.

Processes are an abstraction made on the OS level. The processor has no concept of processes.
All it knows is instructions.
So, as I was saying, RAM is accessed in assembly with something like RAM[index].
Except in order to provide the CPU with this index, it too has memory.
On a 32-bit CPU, this memory can store integers between 0 and 4294967295.
4294967295 bytes is 4 gigabytes.
So, it is impossible to access any bytes beyond the 4294967295th, because it's impossible to tell the CPU give me the value of byte 4294967296
The CPU can only count to 4294967295.

The other GB is in the paging file.
