Like what will CH3-CH2+ and CH3-CH2-CH2+ be called; both a carbocation? Is there not a convention set for them like for X- it is Halides!?

CH3-CH2-Cl is ethyl chloride, without Cl-, CH3-CH2+ is ethyl
If it's considered as separate one can specify it's talking about (carbo)cation
CH3-CH2-Li is ethyllithium

Well, if it's not a substituent and there could be ambiguity, than you just say ethyl carbanion, radical, carbocation, maybe even dication!
