Q: Did Chem.SE ended subtracting a reputation of downvoter?

rv7I recently noticed that downvoting doesn't cost me any reputation any more. Is this an update / bug? If it is an update, then why so?

Q: Forbid words "help", "confusion" (, etc?) in titles

dyukhaSuggestion: ban "help", "confusion" in titles. When the user uses these words, show the message: Please avoid using word "help" in title. Instead, describe a problem you need a help with. Please check [link to how-to-ask]. I don't see how "confusion" can be of any use. "Help" is trickier, s...

The question, as written, is very bad because of "because" in the question end. It is like the sky appears blue because the roses are red. — M. Farooq 18 hours ago
Pfft, that's common knowl . . . wait a sec, are you implying that the sky is black and roses are inverted green?!
HERESY
I’m sorry to be blunt and unhelpful here, but the answer boils down to maths. The shapes of atomic orbitals are functions that you can (and usually do, in quantum chemistry classes) calculate an initio. What you are taught is just the maths result. — Jan 17 hours ago
Jan you misspelled it.
It's ab initio. Del Toro.

@M.A.R. As much as I feel the pain of the OP who proposed to ban the words "help" and "confusion", I don't think censoring (as in restricting the use of language) is the solution here (or anywhere else, really). Generally, it's common sense that a questionnaire should be guided by, and if they don't have any, we (a community) could help them to learn some by the good old commenting on their style.
Besides, there is a tech issue right here. What if I want to mention Robin Whelpton, ask about CoN fusion (fusion of cobalt(III) nitride) or mention ConFusion in the title while adding a chemistry-in-fiction tag? I'd be pissed if the site would not permit me to do so.

@andselisk Yeah, my only real excuse is there should be a darn popup telling them that they won't be the next Mendeleev if they type "number of moles".
Whoops, now I'm not gonna be the next Mendeleev.
Meh, all tables seem to be working fine.
@andselisk well, obviously Robert Whelpton is off-topic here.
Suspend on sight.
