I'll still say that with our close reason, we have been dumping low effort questions into homework, when it should be the reverse. Instead of telling people their question is homework (when it is not), and linking them to a large document explaining "what homework is", we should be linking them to a page that tells them how to show effort (aka, how to do the basic research before posting a question)

It will help the small minority of genuinely interested question asker, who sometimes don't actually know how to show effort. Fwiw, the homework policy does not explain how to show effort either.
Well you can have guessed that I already have a complete draft ready. Though I'm hesitant to post it directly on meta without having a pre-discussion on it in chat first. I've been holding off the pre chat discussion for two weeks now, because the activity has been low. If all the regulars agree on a time and day, we can have a discussion.
I'll post a link to the draft once I get on PC, if anyone wishes to have a reading beforehand.

@GaurangTandon Absolutely correct. When I first came here, I didn't know what to do. I got, "Show your efforts". Okay. But, how do I do that? How do I frame a question then? Should it be what I thought? But, what if what I thought is wrong? Every new user's doubts.
@DivyankaChaudhari yup, precisely. Moreover, only a few users have the patience and ability (like you) to actually stick around a bit more and try to figure out the complex policies of the place they're in. Sadly, the policies are more complex than they need to be.
I used vinegar in attempt to get some gunk off a monitor (not owned by me). Now the screen is completely white, with a few vertical lines and two spots.
I'm shoving it in the sun for a morning in Arizona heat (there is no better solution to a wet electronic than drying it).

@M.A.R.ಠ_ಠ hehe, yes sir. i too know it's a big one, and so i've done all my homework. that means reading every single meta post about homework at least twice in the past month. that, and i have been slowly compiling my thoughts into a big markdowned post, incorporating pretty much all of the frustration that's been discussed over the past two years. i'm still hesitant to post on meta without first having some chat discussion though
As part of a Chemistry practical, I had to five different tests for things, and note down the result. Unfortunately, at least several results were incorrect, and despite hours of research, I cannot fully determine what I was supposed to observe and why.

Hi Piomicron, welcome to Chem.SE! Take the tour to get familiar with our site. Your question seems to be too many questions bunched up together, it would help to split it up into distinct questions that can be posted separately. Thanks! — Gaurang Tandon6 hours ago
... the ground state of a neutral carbon atom could be notated as:
$$ [\ce{He}] \underset{\ce{2s}}{[\uparrow \downarrow]} \underset{\ce{2p}}{[\uparrow \vert \uparrow \vert \; \;]} $$
I know $\ce{s}$ orbitals ... form a spherical shape. But how should the electrons in the $\ce{p}$ orbitals...
some chemist please help this person out, I don't think he found the downvote very motivating
@pentavalentcarbon wow, I don't really understand what the fuss on that first site is all about. If they are really worried about having 24hrs named as "one day", then they should just name 6hrs as one day, and 24hrs as day², day', or maybe something more creative. That's it.
Regardless, both of these sites really need to tone down their speech and make the content more sensible and comprehensible :P
@GaurangTandon I'm at my question limit for Chemistry, and I really need all of these answered. — Piomicron7 mins ago
Does anyone know what a question limit is? Can anyone help this fellow out? I don't think my response is as good as it should have been, because i know of a question ban, not a limit

I've been reading these discussions about rudeness, being welcoming (or not) and possible discrimination for some time now, without voicing my opinion. The point has come where I have to have my say:
My involvement with programming goes back 45 years, although I haven't been actively involved th...
